New Internal Proposal Deadlines

As you may know, the federal government has implemented its new electronic proposal submission system, Grants.Gov. Over the past few months, the Sponsored Research Services (SRS) office has experienced significant problems with these electronic research administration systems. UC has had electronic proposals rejected for missing agency deadlines and for incorrect information provided in applications. Unless we make changes to our current practices, the frequency of these difficulties is expected to increase as more and more agencies migrate to electronic proposal submission systems. 

 

Sponsored Research Services needs adequate time to review and approve proposal submissions. This is particularly critical in the case of electronic submissions, where a variety of technical difficulties arise in addition to normal review issues.  Effective January 1, 2007 all proposal submissions must be in their final form and submitted to the Sponsored Research Services office at least 5 full working days in advance of the sponsor's due date

As you may know, the federal government has implemented its new electronic proposal submission system, Grants.Gov. Over the past few months, the Sponsored Research Services (SRS) office has experienced significant problems with these electronic research administration systems. UC has had electronic proposals rejected for missing agency deadlines and for incorrect information provided in applications. Unless we make changes to our current practices, the frequency of these difficulties is expected to increase as more and more agencies migrate to electronic proposal submission systems. 

 

Sponsored Research Services needs adequate time to review and approve proposal submissions. This is particularly critical in the case of electronic submissions, where a variety of technical difficulties arise in addition to normal review issues.  Effective January 1, 2007 all proposal submissions must be in their final form and submitted to the Sponsored Research Services office at least 5 full working days in advance of the sponsor's due date.  For example, a proposal that is due on a Friday will be due in SRS the Friday before by 5:00 pm.  The only exceptions to this deadline are:

·         e-snap continuation applications

·         "just in time" revised proposal submissions

·         additional proposal information requested just prior to award. 

 

Proposal applications received after the internal deadline will not be reviewed or authorized for submission to the sponsoring agency.  This applies to all agencies (NSF, NIH, etc).

 

This new requirement applies both to proposals that will be submitted electronically as well as those being submitted on paper. A proposal in its final form is a completed proposal application according to specific sponsor guidelines with appropriate UC approvals and normally includes the following: 

·         a fully signed proposal routing form (PRF) with Unit Head and College Dean approval, as well as with human subject, animal or bio-safety approvals if required by sponsor

·         final scope of work (i.e. project description, research plan, project narrative)

·         complete budget and budget justification (according to sponsor guidelines)

·         completed administrative components of the proposal including all required documentation from proposed subrecipients. 

 

Requirements for proposed subrecipients are:

·         endorsement from authorized representative of subrecipient

·         scope of work for the subrecipient

·         budget consistent with sponsor requirements

·         documentation for facilities and administrative costs if required by the sponsor.

 

We recognize that this represents a major shift from current practice, and are writing to request your assistance in informing investigators and staff, as well as adjusting your own business practices, to accommodate this change.
