Starting August 1st (per agencies policies) SRS will confirm the submittal of the Outside Activity Report (OAR) for all Primary Investigators (NIH) and Primary Investigators and Co-PIs (NSF, all other federal agencies) before a proposal can be submitted to an agency for funding.

UC has released a new policy on Conflict of Interest on Federally Sponsored Projects. This Policy implements federal requirements pertaining to "Objectivity in Research" promulgated by the U.S. Public Health Service (PHS), which includes the National Institutes of Health (NIH), and which are published in 42 CFR Part 50 Subpart F and 45 CFR Part 94. This Policy also implements federal requirements contained in the National Science Foundation's Award and Administrative Guide Chapter IV Grantee Standards. |

NSF Update to Grant Proposal Guide

| NSF has revised the Grant Proposal Guide with an update for implementation of the mentoring requirement contained in the America COMPETES Act. Beginning April 6, 2009, each proposal that requests funding to support postdoctoral researchers must include, as a supplementary document, a description of the mentoring activities that will be provided for such individuals. In the interim, proposers must adhere to the current policy which requires the plan be submitted as a separate section within the 15-page Project Description. |

| As calendar year 2009 begins, the massive grant review system at NIH will be undergoing conceptual and operational changes. The goal of the changes is to fund research that advances the most important biomedical research while attempting to minimize the inherently conservative and bureaucratic aspects of such a group process. Assuring the entry of more early stage investigators into the community of funded NIH grantees is also a goal. The scope of the changes was announced in September 2008, but detailed guidance and firm implementation dates were not in place at that time. Now that further details have been posted, below is a summary of the changes and an analysis of the issues researchers and sponsored program officers should consider going forward. |

New F&A Rates Starting in FY10

A new facilities and administrative cost rate agreement will take effect at the start of FY 10 (July 1, 2009). The following rates will apply: Research 57%, Instruction 57%, Other 30% and Off-Campus 26%. The date of the new agreement is Sept. 15, 2008. See link below for full announcement.

New NIH Policy on Resubmission Applications

| NIH has announce a change in the existing policy on resubmission applications. Beginning with original new applications (i.e., never submitted) and competing renewal applications submitted for the January 25, 2009 due dates and beyond, the NIH will accept only a single amendment to the original application. Failure to receive funding after two submissions (i.e., the original and the single amendment) will mean that the applicant should substantially re-design the project rather than simply change the application in response to previous reviews. ONR has been using Grants.Gov for receipt of Grant and Cooperative Agreement proposals over the past two years and considers the system to be sufficiently reliable and responsive that other forms of proposal submission are no longer necessary or desirable. In that context, all ONR funding opportunities published as Broad Agency Announcements (BAAs) for FY 2009 and beyond will designate the Grants.Gov "Apply" function as the only acceptable means for submission of applications for Grants or Cooperative Agreements. |

Sponsored Research Services (SRS) is responsible for submitting proposals requesting support for research and other scholarly projects to funding agencies. Resulting awards are made to UC and SRS administers them on behalf of faculty and staff. Faculty and staff members who direct sponsored programs under university auspices are responsible for effective conduct of these projects. Collaboration between faculty, staff and SRS is critical to the success of UC's research enterprise. Sandra Degen established the Research Grants Advisory Committee to address faculty concerns related to sponsored administration processes. |

| During the next year, there will be several releases of an enhanced version of CRISP on the Web. The new system will continue to provide the same ability to search NIH-funded research but eventually will include more information associated with funded projects, including budget information and links to publications and patents resulting from NIH-funded research. |

eSNAP Tip from the eRA Commons Help Desk

Around the middle of each month the eRA Commons Help Desk gets an increase of eSNAP calls&.more calls around deadlines -- not a huge surprise. The most common eSNAP inquiry this month is related to a recently identified software issue where the error message "One of the fields under the months devoted should be more than 0" is triggering inappropriately. Even if numbers greater than zero in the calendar fields are shown in the Edit Business -> Key Personnel screen, under some conditions our system is not recognizing the values and triggers the inappropriate error message. This seems to be especially prevalent when all effort is recorded as "Calendar" months.
We will be addressing this software issue as soon as possible. In the meantime, the Help Desk has asked us to pass this tip along. We have found that changing the months of the first person (the PI) to 'Academic', clicking 'Save & New' and then changing the months back to calendar (as originally entered) forces the system to recognize the values and the error goes away.

Use of PubMed now Mandatory by NIH

NIH now requires all investigators funded by the NIH to submit or have submitted for them to the National Library of Medicine's PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication. Cost Sharing Reinstituted for MRI Program and Revision of GPG announced by NSF

National Science Foundation has issued a notice that Federal legislation directs them to require cost-sharing in the Major Research Instrumentation (MRI) Program of at least 30%. See link below for additional information.
NSF has published a revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG), NSF 08-1, which will be effective for proposals received on or after January 5, 2008. It should be noted that revisions were made only to the Grant Proposal Guide (GPG); all other parts of the PAPPG, such as the Award & Administration Guide, remain unchanged.
The significant changes made to the GPG include:

NSF Changes Intellectual Merit Criterion

Important Notice 130 details NSF's implementation of the National Science Board's motion to enhance support of transformative research at the Foundation. In addition, the notice highlights the change to the Intellectual Merit Review Criterion to specifically include review of the extent to which a proposal also suggests and explores potentially transformative concepts.
Effective October 1, 2007, the Grant Proposal Guide and new funding opportunities issued after this date will incorporate the change to the Intellectual Merit Criterion. Proposals received after January 5th, 2008, will be subject to the revised merit review criterion. |

OBR Action Fund Due Date

It is currently taking a little longer to receive approval for Action Fund commitments. Hence, it is important that you submit your Action Fund requests a minimum of 10 days prior to the date the proposal is due at the agency where the proposal is being sent. This time frame is the one delineated in the Action Fund Policies document that has been in effect and posted on OBR's web site since April 2004. | NIH allows certain new, revised, and competing continuation R0, R03, R15, R21, R41 and R43 grants and supplements, as well as some Funding Opportunity Announcements (FOAs), to be prepared under its Modular Grant Application and Award Initiative. Modular proposals are simplified proposals requiring limited budget information and no Other Support pages. Sponsored Research Services (SRS) will support this more efficient proposal development and review process by following procedures specified in the full story. |

Submit access to any proposal you have created should not be given to SRS until the application is complete including the science. To meet SRS's 5 day deadline, Investigators are giving access to SRS and then asking for a delay in "pushing the submit button". SRS does not have the staff power to keep track of proposals that are ready to submit and proposals that need to be delayed.
Any FastLane proposal with SRS submit authority will be released to NSF as soon as Tana or I have reviewed and approved the proposal. There will be no exceptions to this practice.
If the science portion of your proposal is not complete do not give SRS submit access. SRS will not be responsible for incomplete applications submitted to NSF because the science was not in its final form. |

Response to Comments on the New Internal Deadline

Not surprisingly, I received many comments and suggestions about the policy regarding the new internal deadline for submission of applications to Sponsored Research Services (SRS) five working days before the deadline.
First and foremost, I want you to realize that I am very well aware of how each of us responds to deadlines, having been there myself. But this internal deadline was put in place (after much consideration and discussion with the Research Officers) in order to protect the applicant. The next round of NIH submissions will occur in the beginning of February with the requirement that all NIH grants will now be submitted electronically. This means that on February 5, 2007 all NIH R01 grants will be due electronically. The NIH expects about 30,000 grants to be submitted, and UC expects to submit approximately 200 proposals within two weeks of this deadline. Most of these proposals will be submitted via Grants.gov. It is unimaginable how Grants.gov (the federal site for electronic proposal submissions) will be able to handle this enormous response. We do know that Grants.gov can take up to 48 hours to communicate an error in a rejected application. Assuming the corrected application is resubmitted it may take another 48 hours to clear the proposal and receive confirmation the proposal was accepted. Therefore, a 5 day deadline is absolutely needed. And more importantly, this deadline will hopefully protect our investigators and ensure grants are submitted to meet the sponsor's deadline.
And for those non-NIH grant applicants, we know that the NSF and other federal agencies are migrating to Grants.gov over the next year for all proposal submissions. So FastLane and other existing systems will no longer be "time-stamping" proposal submissions to validate receipt. Grants.gov will be the validation point.

As you may know, the federal government has implemented its new electronic proposal submission system, Grants.Gov. Over the past few months, the Sponsored Research Services (SRS) office has experienced significant problems with these electronic research administration systems. UC has had electronic proposals rejected for missing agency deadlines and for incorrect information provided in applications. Unless we make changes to our current practices, the frequency of these difficulties is expected to increase as more and more agencies migrate to electronic proposal submission systems.
Sponsored Research Services needs adequate time to review and approve proposal submissions. This is particularly critical in the case of electronic submissions, where a variety of technical difficulties arise in addition to normal review issues. Effective January 1, 2007 all proposal submissions must be in their final form and submitted to the Sponsored Research Services office at least 5 full working days in advance of the sponsor's due date. |

New NRSA Tuition Policy Announced

The NIH announced a change in policy for funding of tuition, fees, and health insurance costs associated with Ruth L. Kirschstein National Research Service Awards (NRSA). The new policy applies to new and competing-continuation (renewal) NRSA institutional research training grants (T32, T34, and T35) beginning in fiscal year (FY) FY 2007, and competing individual fellowships (F30, F31, F32, and F33) awarded beginning in FY 2007. It also applies to institutional research training grants that received competing awards in FY 2006. For this cohort, the FY2007 non-competing awards will be issued recalculating budget categories to reflect this new policy. |
